I live in an area that has no cable service, therefore, my internet service is too slow for regular downloads. In order for my ROKU to work, I needed to upgrade my internet service which increased my payment another $70.00. If I change my wifi to a better one that accomodates ROKU, will it work better, or will it stay the same. My question is, will the wifi be enough without upgrading my internet service, or will I have to upgrade? Thanks.

The controlling factor with streaming is the connection speed from your ISP. Upgrading your wifi is unlikely to help if your service is to slow to start with. Roku recommends a minimum of 1.5Mbps for SD. 3Mbps is better, but you need 5 or 6Mbps for reliable HD streaming.
