Counters rolling over/routers resetting is pretty much irrelevant. You poll every X minutes and get the amount of traffic for the now-X..now interval. In order for it to track any sort of bandwidth, wouldn't it have to be running all of the time? That is, if such a channel existed, I could run it, but I could not run Netflix through it. correct. the snmp counters reset and roll over, and if you're not polling regularly the numbers don't mean much.

The other codec would be mpeg2 - I know it would cost, but then you could setup the ability to watch atsc streams that a computer in your house is recording/recorded. Then a third party (or Roku!) could write simple software that would make your Roku's able to watch live streams of OTA broadcasts, ...

As for codecs, that's never going to happen with the Roku. It's hardware based so it's best left as is. Trying to get codecs into it would be like running a 3d game on a computer without a decent video card. It would eat up resources that are needed elsewhere and in general not be worth the effort....
