I'd suggest you Google "ROKU 3 users manual".  I just did and came up with numerous results, the first two of which were PDF's that looked a lot like what I got with my Roku 3 some years ago. Good luck.

NPR stands for National Public Radio. Their Evening News is Titled "All Things Considered". As far as I know, there is no video stream; only  audio. Do you mean the PBS News Hour, which airs on your local Public TV station?

Could you be more specific as to the problems you are having.  I am using 2 Roku sticks, one with an ordinary (non-smart) TV and the other with a computer monitor and having no issues.

Yes. If you want to reduce the consumption of bandwidth, you should return the Roku to the "Home" screen before turning off the TV.  Once you start a stream, the Roku does not know, or care, if you're watching.  It just keeps streaming.
