The only other possibility that comes to mind is account credentials sharing. More and more are cracking down on credentials being used across locations. If that's not it, Dan's suggestions are the most likely cause.

If you have an SD card installed in the Roku3, try removing it and see if that will allow it to complete the boot up.  I've not experienced this, but I've read it can sometimes help. ^^ Yes! Also consider a Roku Stick with a non-Roku TV. As suggested, get a good quality TV and add the price of a Roku device and see if that's in budget. That avoids the low-end hardware that seems to come with smaller Roku TV sets.
