Are app IDs constant?

On all of my Rokus, Netflix (via ECP) is app ID 12, Amazon is 13, Hulu Plus is 2285 and so on, this seems to be consistent. Are these type numbers IDs in a roku database that will never change, or are they box based and I just happen to be seeing consistency on some core and preinstalled apps?

I've been probably excessive over the years avoiding Regex across the board. The vast majority of my programming is in C#, some PHP for our website, and brightscript here.
