+1 on the price point.
$5 might be a "set and forget"
For $10, I would activate it for a month or 2 to watch some programs not available on netflix, then zap it.

You should see the Roku screen with or without a network connection.

Simplify your setup. connect the cables directly to your tv.
If that don't display a ROKU screen, try a different set of cables.
If that don't work, and the power light on the Roku is on, there is something wrong with the roku box.

I don't think it was netflix specific. Archive.org was also down, but I watched The Beverly Hillbillies on another oldie channel. Some router out there in the cloud was having a problem. Streaming HD is not as good as DVD. Therefore is cannot be as good as Blue-Ray. To make the streams fit into the Internet, there must be compression. The netflix speed test is not the same as an Internet speed test.
The netflix speed test measures the latency to the nearest netflix movie server.

So the question it answers is how many milliseconds, not how many Kbs.

You might want to try setting your router to G only. This would eliminate the possibility that the Roku box is connecting as a B client. You might also try setting the wifi channel to 6 on the router. If already set to 6 try 11. Using DD-WRT firmware on my router/firewall allows for realtime monitor...

So what web sites were you expecting to stream to the roku?

There really isn't much out there suitable for Television style watching.
