Like you said, there's no specs released for the upcoming version of Ultra. We don't even know if the model number has changed (current model is the 4660). It looks like Youtube TV is testing 1080p60 on NBC Sports, Golf Channel, and CBS Sports. I've yet to see it on any of my Rokus, but this is certainly good news.

The new UI on Roku is actually better than the phone IMHO (except searching obviously). Finally having a vertical list for your subscriptions and being able to select the resolution are big updates.

Did you disable HDR? There is a bug in the app that messes up framerates when HDR is enabled on the Roku.

Trying out Youtube TV, but streaming quality is bad. Stuttering, as in many dropped frames. Anyone else? Roku Ultra btw. Disable Auto detect under Display Type. And set it to 4K 60 hz (or whatever your TV supports) but not HDR. For some reason having it set to HDR mode causes all kinds of stuttering.

What channel are you playing the videos? What do you mean by "full screen"? If you mean stretching the picture, that is a feature of your television, not of Roku.

I get this too on my Streaming Stick (3600r). It also has trouble playing on the highest quality level when it is working. It seems to be streaming at the next highest quality level most of the time. I can switch to my Chromecast and the quality is like night and day better.
