I have a M1001, connected to a fairly large stereo system, and playing at a normal volume level (either "normal" when sitting in the same room, or also the louder "normal" so that the music sounds good from the other end of the house) I do not hear the noise being discussed here....

As an aside, I wasn't able to test this (obviously) as the windows media dingus doesn't seem to add a sm/shareduserrating when you rate music. Definitely fixed for me in svn-1082 also. I did the same sequence of things just now when I upgraded from svn-1025 and it now fully rescans successfully after deleting songs.db. I haven't played anything with svn-1082 yet, but I'll try to in the next day or so.
