You could get a used Mac Mini that wouldn't take up much space. There are some very small PCs that use the Intel Atom processor, but I don't know much about them.

If your TV has VGA input, that makes it a lot easier. If it doesn't, you're going to need to add a video card to your PC that has the correct outputs that your TV needs. No, it won't, the Roku doesn't do web browsing. For something like this, I would suggest getting using a PC. For just viewing web video, and older (and therefore cheaper) PC should do, a P4 would probably be adequate.
