Is there any simple way for a NON-PROGRAMMER to get the Soundbridge M1000 to scroll news or weather? All I can find so far are references to PERL and other such programs I know nothing about.

Wait for someone to write a program that does it. 
The Roku doesn't have any kind of ability to do collect and display data like that. What would have to happen is that someone would have to write a program for a computer that would connect to the Roku and send pictures to its display.

It is simple to run a perl script, you don't need to be a programmer. For windows there are three simple steps (as I posted on another topic in this forum)
1) Install perl from Activestate:

(Click on "Free download")
2) Install any modules needed using the ppm utility that comes with perl (the program you are trying to run will tell you what modules you need, either in the documentation, or in the error messages when it crashes
)
3) run the program using "perl programname".
There might be some additional setup, depending on the program, but really no programming skills are required....

I tried downloading from http://www.tagsoft.co.uk but the app needs an XML parser from microsoft. The installer specified a link to download from microsoft but the link is invalid.

remote becomes disabled
When I run the application, the RSS and Weather feeds come across nicely but my remote can no longer start the SB. It's like the feeds are not allowing the remote to get a signal to the "ON" switch. Is there anything I have done wrong or can do to change that behaviour. I am using the Yahoo weather feed.
As a suggestion to the program, I'd like to be able to have the feed scroll through at a timed interval of my choosing whilst the SB is idle. I like the clock to show but the weather coming through every once is while would be nice.

I use t4roku.pl from Tools4Roku this works nicely for me.
