Thanks but I would prefer not to run a Windows box 24/7 for this.
I am looking into a linux solution to run on one of the various low power NAS solutons (NSLU2 w/ mt-dapp) which are currently avaliable which appears to be more suitable for the job.
I've written a command line control shell that may be useful in this situation.
I use it with speechd and festival.
Whenever I get a nagios alert, a message is emailed to a machine housing the speechd (voice synthesizer). The daemon fires off a command shell that then connects to 3 different SB's in the apartment which marquee's the message.
If you think the cli utility is worth while I can make my beta code available.
It would need to be compiled on the platform of choice.
In my case I was able to get it to work with my Kuro box.
Although I do have an NSLU2, I have not unslung it yet. So I can't say how easy it would be to compile it there.
