Just covering the simple question first, do you have the 4 screen plan as the lesser plans do not allow HDR content through Netlfix?

Luke Cage ( https://www.netflix.com/title/80002537 ) should be in HDR. Do you see a HDR logo?

Your dsl may be too slow for 4k HDR content as they suggest minimum 25 mbps for this. You should still get 1080p HDR content with the 4 screen plan.

You need to connect the Roku to a TV's HDMI port that supports 4K HDR at 60 Hz for Netflix.

On most TVs, only one port offers this for some reason.

Amazon 4K HDR works on ports that only go to 30 Hz.
