3921 Controlled by IR or WiFi remote?

The spec table is ambiguous on this point only describing it as a "voice" remote which implies the unit is controlled by a wifi remote rather than IR remote. The 'puck' format suggests it can be controlled by an IR remote. (the streaming sticks are strictly controlled by wireless remotes)

E.g can the 3921 be controlled by a universal IR remote or not?

Yes, it can be controlled via IR, even though it comes with WiFi remote.

To add to that, ANY Roku box (and I say box, not stick) can be controlled by ANY Roku IR remote.

The only reason Roku sticks are wifi only is because there's no line of sight for the IR to work.
