My Roku 3 is connected to the small TV in front of my treadmill. I've been using the headphone jack on the remote to listen to my shows but I have to wear shorts with pockets. Does anyone use an armband of sorts that fits this remote and is easy to slide in/out so that I can control the Roku without having to stop exercising?

I have never seen such.

However you "may" have found a legitimate use for a "smart" watch. You could load the Roku remote app on it and use it to control your Roku.

Yeah but then where would I plug my headphones into? The smartwatch? Don't even think about bluetooth earphones because the audio delay would be too great when watching a TV show.
Using the audio port on the remote gives a very slight delay in the audio. A bit annoying but you get used to it after a while.

You could probably use a piece of string or a shoe lace or something and put it through the tag on the bottom of the remote. Definitely not ideal, but it might be good enough.

Attach the clip to the band, then snap the Roku remote into the clip.
