I have created and it uses RAF for advertising.  I have submitted Tax documents but it is under review from more than 3 weeks, is there any contact person or email id that i can send or reach to speed up the process.

I see this message in developer account "Your payout information has been submitted and is pending approval. You may not publish your channel until the review is completed.".
