Activating Billing in France

Hi

My name is David and I work for a company called Millimages.

My company (who has a number of kid's shows) would like to develop for Roku. We've created a channel, however we are unable to activate billing.
Is this due to the fact that we are in France, or is it a general problem ? Does anybody here ideas on how to proceed or when the issue will be solved ?
