I live out in the country and have "low speed dsl" however I'm not complaining because it's significantly faster than dial up or satellite.
Same situation here. 3Mbps DSL is the fastest I can get. It actually measures between 2.4 and 3.2, depending on which way the wind is blowing I guess. It usually works just fine for the Roku. Good quality SD almost all the time and, when the stars align, HD once in a while.
